The Government of Republic of Kazakhstan has applied for financing support from the IBRD loan (42.5%) with co-financing from the Asian Infrastructure Investment Bank (AIIB) (42.5%) under project co-financing, with around 15% through government co-financing, totaling about to US$ 1,5 billion, to implement the Transport Resilience and Connectivity Enhancement Project (TRACE) with a project duration of eleven (11) years and 4 months starting from the end of year 2025.
The proposed TRACE seeks to bring about tangible improvements in connectivity and resilience that will significantly enhance transportation and regional integration. In parallel, the project seeks to strengthen governance in the sector by including initiatives to improve the efficiency of contracting and maintenance, introduce private-sector financing, drive significant reforms to address the challenges posed by growing vehicle utilization and develop modern road design standards with a focus on safety. The program-level development objective is to provide safe, efficient, and climate-resilient connectivity along the Jezkazgan – Karagandy corridor and improve road sector management practices.
TRACE will be comprised of the following components:
Component 1: Resilient and Safe Road Connectivity:
Road Corridor Development will support upgrading selected sections of the strategically important Jezqazgan - Karagandy corridor using an integrated design, build, and maintain approach under Output and Performance-based road contract (OPBRC) arrangement.
Component 2: Transport Systems Development:
The project also modernize the road sector to make the country’s roads more climate resilient and safer by design amidst growing motorization challenges.

Component 3. Project Management
This component will support Project implementation by establishing and operating a Project Implementation Unit (PIU) with QAJ and utilizing specialist consulting services.
Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Regulations - Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services dated September 2023 (Fifth Edition) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available  on the World Bank’s external website and on the KazAvtoZhol Website (https://ru.qaj.kz/).
