1. Who sets the toll road fare?

The toll rates for paid sections of the road are set by the Ministry of Transport of the Republic of Kazakhstan.

2. For what purpose was the toll road system introduced?

The main idea behind the introduction of tolls is to reduce the burden on the national budget. This means that the roads that have become toll roads no longer request funds from the budget and are fully self-sufficient. The collected funds are used for the maintenance of these sections, including snow removal, road marking, installation/updating of road signs, restoration work after accidents, litter removal from the roadway and rest areas, cleaning of toilets, and other tasks.

3. How to pay for the toll if there are no barriers?

The open toll collection system allows for the replenishment of the vehicle's account by depositing funds through available payment methods, such as:


  • Internet banking of authorized banks;
  • QIWI terminals, Kassa 24, Tenge;
  • Electronic wallets QIWI, Kassa 24, Tenge, Wooppay;
  • Kolesa.kz;
  • Phone balance.

Additionally, regional customer service centers (RCSC) are located at the toll sections, where users can set up subscription fees, replenish accounts for state registration license plates, request detailed toll records, and receive consultation on any existing questions.

4. What is the process for collecting tolls on paid sections of the road?

The amount to be paid is automatically generated by the system. When passing through control arches located along the toll sections, the system calculates the toll amount due.

5. What factors determine the cost of the toll? Why is the toll price different on various road sections?

An automated toll collection system is installed on the toll sections. The sections are divided into zones, where control arches are placed at the boundaries, recording the passage of vehicles. The system calculates charges based on the zones crossed, regardless of the distance traveled within a zone. The amount to be paid depends on the category of the toll road and the class of the vehicle.

6. What penalty will be imposed if I drive without paying the toll?

According to the public agreement posted on our official website QAJ.KZ, clause 5.1.9 paragraph that if the user does not pay the toll within seven calendar days after exiting the toll section, on the eighth day, the Operator will submit the relevant materials to the transportation control authorities for review in accordance with Article 628 of the Code of the Republic of Kazakhstan 'On Administrative Offenses.' A fine is provided for individuals—5 monthly calculated indicators (MCP), and for legal entities—10 monthly calculated indicators (MCP)

7. "Is the vehicle tax included in the toll price?"

No.

8. Will an alternative route be provided?

According to paragraph 3 of Article 5-1 of the Republic of Kazakhstan Law 'On Roads' dated July 17, 2001, No. 245-II, 'The decision to use a road on a toll basis must specify the starting and ending points, with the possibility of traveling along another existing alternative road.' This means that in the absence of an alternative route, the law does not require the presence of an alternative road.

9. What conditions are provided on the toll section? Roadside services, etc.

Yes, the government is currently working to improve roadside services, specifically by upgrading roadside toilets and constructing new ones. They are building gas stations, roadside hotels, and more.

10. Where can I find out which sections are toll roads in the territory of the Republic of Kazakhstan?

The orders for the use of road sections on a toll basis can be found on the website QAJ.KZ.

11. Subscribers

As a benefit for local passenger and freight transport, a subscription fee for tolls has been introduced, with the annual subscription fee amount set. Users whose vehicles are registered in the areas adjacent to the toll section can apply for the subscription fee.

12. Replenishment of the account via Kaspi

You can replenish your balance in the Kaspi app. To do this, go to the 'Payments' section, enter 'toll roads' in the search bar, then enter your vehicle number in Latin letters without spaces and add the desired amount.

13. The allowed speed on highways.

On highways of category 1a, the maximum allowable speed is 140 km/h; for category 1b, it is 110 km/h; and for categories 2 and 3, it is 100 km/h.

14. How do I register in my personal account?

"You can register in the User's personal account on the website kaztoll.kz and in the mobile app Sapar. To add a vehicle to your personal account, you need to provide the vehicle's license plate number, your individual identification number (IIN)/business identification number (BIN), and the technical passport number. In your personal account, you can view the details of your tolls as well as the remaining balance on the account associated with your license plate number."

15. How can I view the details of my tolls?

To view your tolls on the paid section and the remaining balance on your vehicle's account, you need to register in the personal account on the website kaztoll.kz. You can register in the User's personal account on the website kaztoll.kz. To add a vehicle to your personal account, you need to provide the vehicle's license plate number, your individual identification number (IIN)/ business identification number (BIN), and the technical passport number.

16. How does the toll collection system determine the load capacity, make of the vehicle, etc.?

To obtain information about the vehicle and determine the toll amount for paid sections, the National Operator has access to the information system of the Ministry of Internal Affairs of the Republic of Kazakhstan, which allows for real-time transmission of data about the vehicle (load capacity, license plate number, model, color, owner of the vehicle, etc.).

17. Procedure in case of an accident

Memo in case of incidents on the national highway (traffic accidents, collisions with livestock, irregular objects, etc.):


  1. The driver must call 102 and request police assistance.
  2. Upon arrival, police officers should conduct an investigation of the accident scene and create a diagram of the incident in the presence of the servicing organization (road maintenance management, road maintenance enterprise). (protocol)
  3. Officially contact the regional branch of the QazAvtoZhol for explanatory information.
  4. Then, submit the case materials to the judicial authorities.
18. What kind of assistance is provided in the event of a vehicle breakdown on roads of national importance?

Employees of the National Operator of the QazAvtoZhol, in order to ensure safe traffic, clear the lanes, and prevent accidents, take measures to transport the malfunctioning vehicle by towing it to the nearest safe waiting area.

19. Where can I track open/closed roads in Kazakhstan?

20. Where can I find information about road maintenance work?

Current information about road reconstruction is available on our official website QAJ.KZ in the 'Map of Reconstruction and Road Repair Sections' section, as well as in the SAPAR mobile app.

21. Where can I find the nearest campsite/gas station/restroom/service station?

Information about roadside services on national roads is available on our official website QAJ.KZ in the 'Map of Roadside Service Facilities' section, as well as in the SAPAR mobile app. If the information is not available on the website, a Contact Center employee will check the SAPAR mobile app, Google, or Yandex and provide the information to the user.

22. I accidentally replenished my balance; how can I get a refund?

23. I need a certificate stating that the road has been officially closed.

It is necessary to send an application in A4 format by e-mail info@qaj.kz

24. Complaint regarding the condition of the road surface/icy conditions, etc.

In this case, we accept the complaint and forward it to the responsible parties for road maintenance at Kazservice. According to the approved regulations, the response time for accepting the complaint is 5 minutes, and the time for taking action is 90 minutes.

25. If the number is from a non-resident of Kazakhstan, can I register in the Kaztoll personal account?

Now, in the Kaztoll.kz personal account, it is possible to add vehicles registered abroad. Thanks to the updates, non-residents of the country can replenish the balance of their license plate on the website and access details of their toll usage on paid roads.

26. I'm broken down, I need a tow truck!

Response: The National Operator does not provide towing services. If you need a tow truck, you can contact the single operator that provides this service at the short number 5070. Please be aware that this service is paid.

27. What does 'local transport' mean, and what benefits are provided for vehicles in areas adjacent to the toll road?

Passenger cars of individuals and legal entities in areas adjacent to the toll road, registered in the prescribed manner in the territory of the specified administrative-territorial unit, are exempt from tolls for travel within the same district.

28. My accounts have been frozen, and I received an enforcement notice. What should I do?
